Exempts the practice of hair braiding from all cosmetology registration and licensing requirements under Minnesota law.

Eliminates the $20 annual registration fee previously required for hair braiders by removing it from the administrative fees schedule.

Repeals existing provisions that required hair braiders to register with the Minnesota Board of Cosmetologist Examiners, complete 30 hours of approved instruction in health, safety, infection control, and state laws, and maintain curriculum standards.

Maintains cosmetology licensing and fee schedules for other practitioners, managers, instructors, salons, and schools without changes.
