Modifies absentee ballot procedures including timing for in-person absentee voting (46 days before election), envelope opening procedures, and requirements for ballot acceptance and rejection notifications.

Adjusts election judge appointment requirements, polling place designation procedures, and candidate filing deadlines; allows high school students age 16+ to serve as trainee election judges.

Establishes automatic manual recount procedures for constitutional amendments when vote difference is within one-quarter percent and modifies voting system performance standards from one-half to one-quarter percent accuracy threshold.
