All colleges and universities approved to prepare classroom teachers must include instruction on dyslexia in their teacher preparation programs for all tiers of teaching licenses (Tiers 1-4).

Dyslexia instruction must address the nature and symptoms of dyslexia, available resources, evidence-based instructional strategies including structured literacy approaches, best practices for assisting students and parents, and outcomes of intervention and lack of intervention.

Instruction on dyslexia must be developed in conjunction with knowledge and practice standards of the International Dyslexia Association, with programs able to consult the Department of Education's dyslexia specialist for curriculum development.

The requirement applies to teacher preparation programs for elementary education, early childhood education, special education, and reading intervention across all license tiers.

The Professional Educator Licensing and Standards Board must provide a preliminary report to legislature committees with jurisdiction over educational issues on teacher preparation development related to dyslexia instruction.
