The Professional Educator Licensing and Standards Board must require all teachers renewing Tier 3 or Tier 4 teaching licenses to complete further reading preparation training as part of renewal requirements.

Training must enable teachers to define and understand dyslexia, recognize dyslexia characteristics in students, and implement evidence-based, multisensory, systematic, sequential, cumulative, and explicit instructional strategies to meet the needs of students with dyslexia.

Training must include at least five clock hours and must be developed in consultation with the Department of Education dyslexia specialist and approved by the commissioner.

Teachers who do not provide direct instruction, including counselors, school psychologists, school nurses, school social workers, audiovisual directors and coordinators, and recreation personnel, are exempt from this requirement.

Adopted rules do not take effect until they are approved by law.
