School districts must screen all students for dyslexia before the end of kindergarten using screening tools recommended by the department's dyslexia specialist.

Districts must conduct additional dyslexia screening no later than the beginning of grade 2 for any student identified with dyslexia characteristics or who is not reading at grade level.

Districts must continue identifying students not reading at grade level by the end of kindergarten, grade 1, and grade 2, and identify grade 3 and higher students demonstrating reading difficulties.

Districts must annually report to the commissioner by July 1 a summary of screening and identification efforts and results for dyslexia and convergence insufficiency disorder.

Students identified with dyslexia must be provided alternate instruction under Minnesota Statutes section 125A.56, subdivision 1; effective date is July 1, 2020.
