HF1500 Bill Summary

• Creates "noncompliant" driver's licenses and identification cards that do not require proof of U.S. citizenship or lawful presence, marked "not for federal identification" and with unique design or color.

• Establishes primary documents (foreign passport, foreign birth certificate, expired noncompliant license) and secondary documents (asylum applications, work permits, school IDs, property deeds, utility documents) acceptable for noncompliant license applications.

• Prohibits use of noncompliant licenses marked "not for voting" in voter registration; requires county auditors and election judges to be trained not to accept such licenses as voter ID.

• Restricts sharing of data about noncompliant license applicants outside the driver licensing division; prohibits criminal justice agencies from taking action based on "not for voting" marking.

• Appropriates $267,000 to implement requirements; effective October 1, 2019, for license applications and issuance on or after that date.
