Establishes a voluntary certification program administered by the Pollution Control Agency for commercial salt and deicer applicators who complete approved training and pass an examination to become "water-friendly applicators"

Certified applicators and property owners are not liable for damages from snow and ice accumulation if best management practices approved by the commissioner are followed, with exceptions for negligence, willful misconduct, knowledge of dangerous conditions, intentional injury, or failure to follow approved practices

Commissioner may charge up to $350 per applicator for initial training or recertification and must annually post best management practices and certified applicator lists on the agency website

Certified applicators must maintain records for a minimum of six years including certification, exam passage, maintenance assessments, and detailed records of deicer application types, rates, dates, and weather conditions

Effective August 1, 2019, and applies to claims arising on or after that date; does not affect municipal liability under existing law
