Amends Minnesota Statutes section 144.225 to add tribal health departments to entities that may receive mother's name, address, and child's date of birth from confidential birth records for purposes of providing family services.

Grants tribal health departments access to health data associated with birth registration that identifies mothers or children at high risk for serious disease, disability, or developmental delay to assure access to appropriate health, social, or educational services.

Establishes that tribal child support programs shall have access to birth records for child support enforcement purposes.

Adds tribal governments to the list of governmental agencies that may receive certified vital records when necessary for the agency to perform its authorized duties.
