State auditor prohibited from billing or collecting outstanding amounts, including interest, for supplemental calendar year 2015 audits in eight specified counties: Clearwater, Hubbard, Kittson, Koochiching, Lake of the Woods, Pennington, Red Lake, and Roseau.

Commissioner of management and budget required to refund any amounts, including interest, previously paid by affected counties for these supplemental audits.

Fiscal year 2019 general fund appropriation provided to commissioner of management and budget to cover refund costs as a onetime appropriation.

Commissioner must issue refunds within 30 days of receiving county documentation verifying all amounts paid to the state auditor for the supplemental audit.

Effective date is the day following final enactment.
