Amends Minnesota Statutes section 125A.08 regarding individualized education programs (IEPs) for students with disabilities.

Requires evaluation teams to obtain written documentation signed by a licensed physician or health care provider before determining a student qualifies for "other health disability" classification.

Specifies that IEPs must include short-term objectives and benchmarks only for students taking alternative assessments.

Mandates that paraprofessionals working with students with disabilities receive initial training in emergency procedures, building orientation, roles, responsibilities, confidentiality, and disability-specific needs before or at time of employment.

Requires annual training opportunities for paraprofessionals to develop ongoing knowledge specific to individual students' disabilities and how those disabilities affect education and behavior.
