Requires demonstration providers, county-based purchasing plans, and MinnesotaCare managed care contractors to reimburse health care providers at rates at least as high as the greater of medical assistance or Medicare fee-for-service payment rates for the same service.

Mandates demonstration providers pay clean claims within 30 business days of claim acceptance and comply with standards for claims settlement under section 72A.201.

Applies provider payment floor requirements to three programs: medical assistance demonstration projects, county-based purchasing plans, and MinnesotaCare managed care plans.

Effective January 1, 2020, or upon federal approval, whichever is later, with the commissioner of human services required to notify the revisor of statutes when federal approval is obtained.
