Defines "motorcycle profiling" as the illegal use of a person riding a motorcycle or wearing motorcycle-related items as a factor in deciding to stop, question, arrest, or search without legal constitutional basis.

Requires the Board of Peace Officer Standards and Training to develop a statewide model anti-motorcycle profiling policy by October 1, 2019, in consultation with law enforcement associations and the Department of Public Safety Motorcycle Safety Advisory Task Force.

Mandates each state and local law enforcement agency to establish and enforce a written anti-motorcycle profiling policy by November 1, 2019, including training on profiling acts, avoidance tactics, and methods for identifying profiling by other officers.

Requires peace officers to provide their name and badge number to every motorcycle operator stopped for any reason.

Authorizes the Board of Peace Officer Standards and Training to inspect agency policies for compliance through complaint-based or random selection reviews.
