Amends Minnesota Statutes sections 447.31 and 447.32 to clarify that "town" includes unorganized territory, with the county board serving as the governing body of unorganized territories for hospital district purposes.

Changes the process for appointing successor hospital board members when a member dies, resigns, fails to qualify, or moves from the district: the governing body of the city or town the departing member represents now appoints the successor, rather than a majority of remaining board members.

For members elected at large, the county board of each county containing territory in the hospital district appoints the successor instead of the board.

Maintains four-year terms for hospital board members commencing on the first Monday in January, with staggered terms established at the first election so approximately half expire in odd-numbered years.
