Commissioner of education must create a streamlined, user-friendly statewide online system with a single model form for collecting and reporting special education data to authorized individuals.

System must reduce special education teacher paperwork burden, efficiently transmit records of transferring children with disabilities including highly mobile and homeless students, address language barriers for parents, and improve interfaces among online systems serving children with disabilities.

Commissioner must consult with IT specialists, special education teachers and directors, related-services providers, third-party vendors, parents, advocacy groups, and school district representatives when developing the system.

System must use federal Office of Special Education Programs model forms for individualized education programs, procedural safeguards notices, and prior written notices; be made available to school districts at no charge in the 2021-2022 school year; and include role-based access codes, audit trails, and data privacy protections.

$1,800,000 appropriated from general fund for fiscal year 2019 and $600,000 for fiscal year 2020 for special education online data reporting system development.
