• Requires school districts to include substance misuse prevention instruction covering opioids, controlled substances, prescription and nonprescription medications, and illegal drugs in health curricula, effective for the 2020-2021 school year and later.

• Creates "Jake's Law" encouraging school districts, charter schools, and tribal contract or grant schools to integrate substance misuse prevention instruction for grades 5-12 into existing programs and curricula.

• Appropriates $400,000 for fiscal year 2020 and $400,000 for fiscal year 2021 to the For Jake's Sake Foundation to develop evidence-based substance misuse prevention curricula and train school staff.

• Requires the grantee to submit a report by February 15, 2020 detailing expenditures, outcomes, and schools implementing the substance misuse prevention curriculum to legislative committees with jurisdiction over K-12 education policy and finance.

• Allows the Department of Education to retain up to three percent of appropriated funds to administer the grant program and assist schools with implementing substance misuse prevention instruction.
