Appropriates $599,000 in fiscal year 2020 from the general fund to the Commissioner of Education for a grant to the National Youth Leadership Council for a service-learning grant program, available until June 30, 2021.

Allocates funding as follows: $500,000 for start-up grants, $61,000 for the National Youth Leadership Council's regional meetings and technical assistance, $35,000 for evaluation, and $3,000 for Department of Education administration.

Authorizes the National Youth Leadership Council to award up to 25 start-up grants of up to $20,000 each to school districts, charter schools, or nonprofit youth-serving organizations, with at least three grants required per congressional district.

Requires the National Youth Leadership Council to convene four regional meetings across Minnesota to share service-learning best practices and youth engagement strategies.

Mandates a third-party evaluation of the program to be submitted to the Commissioner of Education and legislative committees by February 15, 2023, with findings filed in the Legislative Reference Library.
