Extends the expiration date of the Fisheries Oversight Committee, Wildlife Oversight Committee, and Budgetary Oversight Committee from June 30, 2020 to June 30, 2025.

Maintains the requirement that the commissioner appoint two committees with at least ten affected persons each: one to review fisheries funding and expenditures, and one to review wildlife funding and expenditures.

Requires the Budgetary Oversight Committee to submit biennial budget plan recommendations to the commissioner and natural resources finance committees by August 15 of each even-numbered year.

Specifies that committee members may request mileage expense reimbursement but must not receive daily compensation for oversight activities.

Confirms these committees are not subject to Minnesota's advisory council governance requirements under section 15.059.
