Appropriates an unspecified amount from an unspecified fund in fiscal year 2020 to the Board of Water and Soil Resources to prepare a statewide action plan for soil health.

Plan must be developed in cooperation with the University of Minnesota Water Resources Center and in consultation with the commissioners of agriculture, natural resources, and the Pollution Control Agency.

Plan must include recommendations for protecting and improving soil health for agricultural and water quality purposes, including recommendations for research and outreach.

Plan must be submitted to the chairs and ranking minority members of house and senate committees and divisions with jurisdiction over agriculture and environment and natural resources policy by February 15, 2020.

This is designated as a onetime appropriation.
