Extends the exemption period for special legislative elections from 40 days to 54 days before the opening of the next even-numbered year session.

Increases the maximum timeline for holding a special election from 35 days to 49 days after the governor issues the writ.

Increases notice requirements for special elections from 7 days to 14 days before the special primary and from 14 days to 21 days before the special election.

Extends the filing deadline for affidavits and petitions in special elections from 14 days to 21 days before the special primary.

Act becomes effective August 1, 2019, and applies to all special elections held on or after that date.
