Amends Minnesota Statutes section 326B.106, subdivision 4, which establishes special requirements for the State Building Code.

Changes window cleaning safety anchor requirements by raising the threshold from four stories to five stories or greater for new buildings requiring dedicated anchorages for suspended window cleaning.

Extends the five-story requirement to existing buildings undergoing reconstruction, alteration, or repair that exposes primary structural components of the roof.

Authorizes the commissioner to waive all or part of the anchor installation requirements if dedicated anchorages would not result in significant safety improvements due to project size limitations or other factors.
