School districts must permit youth organizations to distribute informational literature and promotional materials in paper form during school hours to inform parents about participation opportunities and activities.

"Youth organization" is defined as any group with state or nationwide presence focused on civic education, leadership opportunities, learning outside the classroom, and community well-being, excluding groups that advocate or practice hatred, hostility, or violence toward protected groups.

Youth organizations must provide written notice to the school superintendent at least one week in advance, including a copy of materials to be distributed.

Youth organizations bear all direct costs of preparing and distributing their materials and cannot be assessed any fees for access or facility usage.

The law is effective August 1, 2019.
