Requires multiunit residential facilities (apartment houses, dormitories, nursing homes, manufactured home parks, and private roadway communities) to provide access to United States Census employees displaying valid credentials during official census business from January 1 to July 1 in decennial census years.

Permits census employees to leave census materials at residents' doors except in nursing homes where materials may be directed to a central location; allows facility managers to limit visits to reasonable hours or numbers and require prior appointments.

Establishes Minnesota Census 2020 Mobilization Partnership program under the commissioner of administration to increase 2020 census participation through outreach to hard-to-reach households, support for electronic census responses, job sourcing in historically undercounted communities, and multilingual materials development.

Requires at least 45 percent of appropriated funds to be allocated as grants to local governments and nonpartisan nonprofit organizations for census mobilization work; allows commissioner to waive certain procurement statutes while maintaining diversity and inclusion requirements.

Appropriates unspecified amount from general fund in fiscal year 2020 for the census mobilization program, available through June 30, 2021.
