City of Scandia may establish a subordinate service district under Minnesota Statutes chapter 365A for the purpose of providing broadband service to all or part of the city.

District boundaries may be coterminous with the city of Scandia's boundaries, allowing the district to cover the entire city if desired.

Creation petition requires signatures from at least 25 percent of property owners in the proposed district area, reducing the standard requirement under existing law.

District may finance necessary capital improvements for broadband service creation or expansion, with "broadband service" defined by Minnesota Statutes section 116J.39.

Effective date is the day after the city of Scandia's governing body and chief clerical officer complete compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
