Requires coroners and medical examiners to maintain and publicly provide a statement of policy for communicating with families during and after death investigations.

Makes sections 390.31 to 390.35 applicable only to counties with populations under 100,000, effective July 1, 2019.

Mandates every coroner or medical examiner prepare and present an annual budget to the county board including a budget summary, organizational chart, and certification verification.

Requires annual budget documents to include aggregate data by county on total cases referred, cases where jurisdiction was accepted, total autopsies, anatomical gifts, and case types.

Requires county boards to conduct annual public review meetings of coroner and medical examiner budgets with public testimony opportunity, and forward certified budgets to legislative committees with jurisdiction over local government coroners and medical examiners.
