Amends Minnesota Statutes section 124E.11 regarding charter school admission requirements and enrollment procedures.

Requires charter schools to develop, publish, and post on their website a lottery policy and process for admitting pupils when applications exceed capacity.

Adds specific geographic preference requirements for charter schools located in Duluth township in St. Louis County or the city of Nerstrand in Rice County that serve kindergarten through grade 6, requiring preference for students within a five-mile radius.

Permits charter schools to give enrollment preference to children currently enrolled in their free preschool or prekindergarten programs who are eligible to enroll in kindergarten the following year.

Maintains existing prohibitions on limiting admission based on intellectual ability, achievement measures, aptitude, or athletic ability.
