Modifies the Mississippi River Parkway Commission to include 15 members composed of representatives from various state agencies, legislature, and five citizen members appointed to staggered four-year terms representing five geographic segments along the Mississippi River.

Establishes specific term end dates for current citizen members: Lake Itasca to Grand Rapids segment expires December 31, 2024; Grand Rapids to Brainerd and Brainerd to Elk River segments expire December 31, 2022; Elk River to Hastings and Hastings to Iowa border segments expire December 31, 2024.

Repeals Minnesota Statutes section 161.1419, subdivision 8, which previously set the commission's expiration date as June 30, 2020, allowing the commission to continue indefinitely.

Removes Mississippi River Parkway Commission from the list of expenses that do not further highway purposes and cannot be paid from trunk highway funds.
