Establishes a Capitol flag program in the Department of Administration beginning October 1, 2019, to provide either a Minnesota state flag or American flag flown over the State Capitol to eligible family members.

Eligible recipients include surviving spouses, parents or legal guardians, children, or siblings of public safety officers killed in the line of duty or United States armed forces members who died in active service.

Commissioner of Administration must provide a certificate memorializing the occasion with each flag and honor requests for flags to be flown on specific commemorative dates with at least 30 days' notice.

Eligible families receive one flag free of charge; additional flags may be provided at a reasonable fee not exceeding the actual cost of the flag and certificate.

Appropriates unspecified amounts from the general fund for fiscal years 2020 and 2021 to fund the program.
