Requires nonprofit health service plan corporations to enter into contracts only with nonprofit corporations, similar organizations, or other nonprofits domiciled in Minnesota, other states, or other countries.

Prohibits sharing of patient identifying data, including health records and claims files, with any provider, corporation, organization, or agency located outside the United States for any purpose.

Requires health maintenance organizations to contract only with nonprofit insurance companies, nonprofit health service plan corporations, and other nonprofit health maintenance organizations for insurance and reimbursement services.

Mandates that health maintenance organizations contracting with insurance companies or nonprofit health service plan corporations for administrative services must use entities authorized to conduct business in Minnesota and incorporated as nonprofits.

Applies the same patient data sharing prohibition to health maintenance organizations, preventing transfer of patient identifying information to any entity located outside the United States.
