Amends Laws 2016, chapter 189, article 13, section 64 to establish funding and procedures for constructing the Minnesota Medal of Honor Commemorative Memorial on the State Capitol grounds to honor Minnesotans awarded the Medal of Honor.

Creates a Medal of Honor Memorial account in the special revenue fund to receive gifts, grants, and donations from public and private sources, with the commissioner of veterans affairs authorized to solicit contributions.

Appropriates all money in the account annually to the commissioner of administration for predesign, design, construction, and ongoing maintenance of the memorial.

Restricts use of account funds until nonstate sources have committed sufficient funding for predesign, and prohibits construction from beginning until the account contains enough money to cover all construction and maintenance costs.

Transfers $150,000 from the general fund in fiscal year 2020 to the commissioner of administration for deposit in the Medal of Honor Memorial account to construct the memorial.
