Establishes a 46-day absentee voting period before elections as the standard timeline for eligible voters to cast absentee ballots at county auditor offices and designated polling places.

Requires ballots for absentee voters to be prepared and delivered at least 46 days before an election, with an exception for town general elections held in March which require delivery at least 30 days before the election.

Allows county auditors to waive the 46-day absentee voting requirement for special elections for local offices or questions if they provide adequate voter notification at least 14 days before a special primary and 21 days before a special election, and provide a reasonable voting period.

Requires writs calling for special elections to specify the beginning date for voting by absentee ballot, in addition to existing requirements for office to be filled, candidacy filing dates, and primary and election dates.

Applies ballot delivery requirements to school district elections held on the same day as statewide elections or county and municipality elections located partially or wholly within the school district.
