Prohibits disciplinary dismissals for pupils enrolled in preschool and prekindergarten programs, including early childhood family education, school readiness, Head Start, and other school-based programs.

Allows expulsions and exclusions only after nonexclusionary discipline resources have been exhausted and only when an ongoing serious safety threat to the child or others exists.

Requires school districts and charter schools to provide nonexclusionary discipline services including family collaboration, written participation plans, referrals for support services, or eligibility evaluations for special education and section 504 services.

Services must be designed to ensure full participation of preschool and prekindergarten pupils in their educational programs.
