Appropriates $4,000,000 from bond proceeds to the Minnesota Amateur Sports Commission for indoor air quality improvements and R-22 elimination projects in ice arenas.

Appropriates $1,000,000 from the general fund to reimburse local governments that made eligible improvements between January 1, 2017, and the bill's effective date.

Increases grant limits for R-22 elimination projects from $50,000 to $250,000 for indirect cooling systems and from $400,000 to $500,000 for direct cooling systems.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,000,000 to fund the appropriations.

Amends Minnesota Statutes section 240A.09 to clarify grant eligibility criteria and priority funding for ice arena environmental improvements and equipment upgrades.
