Increases microdistillery production limit from 40,000 to 100,000 proof gallons per calendar year.

Expands microdistillery off-sale license to allow sale of up to 18 liters per customer per day (previously one 375 milliliter bottle).

Authorizes microdistilleries producing 20,000 proof gallons or less to own or have interest in wholesalers that sell only the microdistillery's products, with commissioner-established licensing fees deposited in special revenue fund.

Allows microdistilleries to obtain temporary on-sale licenses for social events and authorizes breweries, wineries, farm wineries, and microdistilleries to provide liquor and personnel for tastings conducted by nonprofit organizations.

Creates new subdivision authorizing licensed Minnesota producers and wholesalers to sell or donate liquor and provide personnel for tastings, with direct delivery to tasting locations permitted, effective July 1, 2019.
