• Extends solar energy production incentive program funding with $10,000,000 allocated in 2021 and $10,000,000 in 2022; requires unspent funds remaining on January 1, 2023 to transfer to the renewable development account.

• Establishes community energy transition grant program awarding up to $500,000 per grant to counties, municipalities, or tribal governments affected by closure of coal, nuclear, or natural gas power plants; appropriates $2,000,000 for fiscal year 2021.
