Creates automatic appropriations for state employee salaries and benefits if no biennial budget is enacted by July 1 of odd-numbered years, funded from the same source as the previous biennium's second year.

Applies to state agencies, the legislature (House, Senate, and Legislative Coordinating Commission), and the judicial branch with appropriations taking effect July 1 for one fiscal year.

Requires legislative bodies and the chief clerk of the supreme court to certify salary and benefit amounts to the commissioner of management and budget by June 25 of odd-numbered years.

Caps appropriations at the base level of the previous biennium's second year for each recipient agency.

Any subsequent appropriation enacted for regular operations supersedes and replaces the automatic funding provided under this section.
