Commissioner of Natural Resources must create a grant program to increase firearms safety, archery, hunting, and angling activities in Minnesota school district physical education courses, with all funded activities consistent with state physical education standards.

Commissioner must consult with six Minnesota American Indian tribes and bands during program development: Leech Lake Band, Red Lake Band of Chippewa Indians, Lower Sioux, Prairie Island Sioux, Shakopee Mdewakanton Sioux, and Upper Sioux Indian Reservations.

School districts and American Indian-controlled tribal contract or grant schools may apply to participate, with the commissioner required to seek geographic balance among selected schools.

Commissioner must report program outcomes by January 15, 2021 to house and senate committees with jurisdiction over education and natural resources policy and finance.

Total of $1,000,000 ($500,000 in fiscal year 2020 and $500,000 in fiscal year 2021) appropriated from general fund for personnel costs, curriculum development, staff training, student outdoor sports licenses, and equipment.
