Modifies definitions for "world's best workforce goals" to change language from "striving to" to "meeting" the five state education goals, including school readiness, third-grade literacy, closing achievement gaps, career and college readiness, and high school graduation.

Updates performance measures to include academic achievement gap size, rigorous course taking and enrichment experiences by student group, Minnesota Comprehensive Assessment performance, high school graduation rates, and career and college readiness indicators including advanced coursework completion and industry-recognized credentials.

Requires school boards to adopt comprehensive strategic plans aligned with world's best workforce goals and hold annual public meetings to review student achievement goals, assessment outcomes, and efforts to equitably distribute diverse and experienced teachers.

Directs the commissioner to complete annual school performance reports using specified performance measures and requires school boards to post these reports on district websites or provide links to the Department of Education's website.

Authorizes the commissioner to identify districts not making sufficient progress toward meeting state goals and may require underperforming districts to use up to two percent of basic general education revenue annually to implement evidence-based improvement strategies over three school years.
