Changes Metropolitan Council from an appointed body to an elected body with 17 members representing districts, effective after the 2020 census redistricting.

Until redistricting following the 2020 census, the Council remains under governor appointment with 16 members plus a chair; after redistricting, all 17 members must be elected from districts with staggered four-year terms.

Establishes campaign finance regulations for Metropolitan Council candidates including $90,000 election spending limit and $30,000 non-election spending limit, plus $1,000 contribution limits per individual.

Creates a $20,000 public subsidy program for eligible Metropolitan Council candidates who meet contribution thresholds of $3,000 and agree to spending limits.

Applies to elections in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties beginning with the 2020 state primary election.
