Implements staggered terms for Metropolitan Council members, with odd-numbered districts ending terms in years ending in "1" and even-numbered districts in years ending in "3," each serving four-year terms thereafter.

Expands the nominating committee from seven to thirteen members, including five appointed by the governor, five by the Association of Metropolitan Municipalities, and three by the Association of Minnesota Counties.

Requires nominating committee to submit three finalists to the governor for each appointment and mandates publication of finalists' names and qualifications with at least 14 calendar days for public comment before appointment.

Requires notices of vacancies to include a detailed position description with required skills, expected time commitment, and district connection, and mandates electronic notice to local government bodies within ten days.

Effective for appointments made on or after January 1, 2021 in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
