Commissioner of Management and Budget must reduce general fund and nongeneral fund appropriations to the Department of Natural Resources, Pollution Control Agency, and Board of Water and Soil Resources for positions unfilled within 180 days of posting.

Reduction requirement applies only to positions posted in fiscal years 2019, 2020, and 2021, with reductions reflected in agency base budgets for fiscal years 2022 and 2023.

Salary and benefits savings from unfilled positions will be calculated and subtracted from agency appropriations for the biennium ending June 30, 2021.

Law enforcement training positions are exempt from this reduction requirement.

Commissioner of Management and Budget must report to the chairs and ranking minority members of the senate and house environment finance committees on the amount of spending reductions by each agency.
