Enacts the Agreement Among the States to Elect the President by National Popular Vote into Minnesota law, allowing Minnesota to join other states in this interstate compact.

Requires member states to conduct statewide popular elections for president and vice president, with each state's chief election official determining the total national popular vote across all member states.

Directs member states to appoint presidential electors to the slate that wins the national popular vote rather than the state's popular vote, once states representing a majority of electoral votes join the agreement.

Agreement takes effect when states cumulatively possessing a majority of electoral votes enact it in substantially the same form, and terminates if the Electoral College is abolished.

Allows member states to withdraw from the agreement, except withdrawals cannot take effect within six months before the end of a presidential term until the next president or vice president is qualified to serve.
