Modifies Minnesota Statutes 2018, section 13.43, subdivision 2, regarding public data on government employees and public officials.

Removes population thresholds for cities and counties in the definition of "public official," making managers, chiefs, and department heads public officials in all cities and counties regardless of size (previously applied only to cities with population over 7,500 and counties with population over 5,000).

Makes all complaint and charge data relating to public officials public upon investigation completion or if the official resigns or is terminated while a complaint is pending, unless access would jeopardize an active investigation or reveal confidential sources.

Restricts public access to complaint data for non-public-official employees under paragraph (e), clause (4), allowing disclosure only if the complaint results in disciplinary action, resignation, or termination, or if legal claims are released in a settlement agreement.
