School districts must take mandatory charge and control of extracurricular activities and allow homeschool students to participate on the same basis as public school students; extracurricular activity revenue must be reserved and spent only for extracurricular activities.

Establishes a School Safety Technical Assistance Center at the Department of Education to provide evidence-based resources, training, and support to help districts develop and maintain safe schools, focusing on prevention, intervention, and recovery from violence.

Creates school safety assessment teams in each school to conduct fact-based threat assessments and determine interventions for students exhibiting threatening behavior, with requirements for superintendent oversight and parent notification.

Requires nonexclusionary disciplinary policies emphasizing alternatives to student removal such as behavioral interventions, mental health services, and counseling before dismissal proceedings; mandates safety assessments before expulsion or pupil withdrawal agreements.

Prohibits schools from demeaning or stigmatizing students with unpaid meal balances through practices like meal denial, public name announcements, or restricting participation in graduation ceremonies, field trips, athletics, and extracurricular activities.
