HF 1994 Summary

• Extends statewide campaign finance provisions in Chapter 10A to local candidates and elections in Hennepin County, defined cities with population 75,000+, and Special School District No. 1.

• Creates new term "local candidate" meaning individuals seeking county office in Hennepin County, city office in large cities within the county, or school board positions in Special School District No. 1.

• Requires political committees and funds spending more than $200 on local elections in non-general election years to file five reports: first-quarter (April 14), May 31 (June 14), pre-primary (15 days before), pre-general at 42 days before, and pre-general at 10 days before election.

• Establishes $750 aggregate contribution limit from associations to candidates and political committees unless made through political funds, with $1,500 threshold for establishing separate depositories.

• Repeals sections 383B.042-383B.057 (previous Hennepin County-specific campaign finance rules) and consolidates all local election campaign finance under statewide Chapter 10A regulations.
