Adds "swab team services" to the definition of lead hazard reduction activities for residences, child care facilities, schools, and playgrounds.

Modifies thresholds for activities exempt from lead hazard reduction requirements to less than 20 square feet on exterior surfaces or less than 2 square feet in interior rooms.

Expands the definition of "regulated lead work" to include 12 categories of activities, with exemptions for work disturbing less than 20 square feet on exteriors or 6 square feet in interior rooms.

Requires "renovation" to be performed for compensation on pre-1978 properties and includes a requirement that activities qualify as lead hazard reduction unless they meet small-scale exemptions of less than 20 square feet exterior or 6 square feet interior.

Clarifies that persons performing lead hazard reduction, clearance inspections, and related services outside their own property must be employed by a certified lead firm or be sole proprietors, with exemptions for assessing agencies and property owners.
