Guarantees officers the right to have a union representative or attorney present during formal statements, which must be recorded and provided to the officer without charge or undue delay.

Mandates that formal statement sessions occur during the officer's regularly scheduled work shift when practicable, with compensation at the officer's current rate if held outside regular hours.

Prohibits public release of officer photographs without written permission, requires disclosure of investigative reports to officers (except confidential informant identities), and bars retaliation for exercising rights under this section.
