Removes the $100,000 bond requirement for Racing Commission members effective July 1, 2019.

Changes commission reporting from annual to biennial (every odd-numbered year on February 15).

Increases maximum class C license suspension from one year to five years; establishes contested case hearing rights for suspensions over one year with 10-day appeal deadline.

Establishes annual license fees for racing and gaming-related vendors not to exceed $2,500 and authorizes mutual recognition agreements with other racing jurisdictions.

Increases maximum civil fines to $50,000 for Class C licensees and $200,000 for Class A/B/D licensees; raises contested case hearing threshold from $5,000 to $10,000.

Extends ADW provider payment deadline from 7 days to 15 days after month-end for regulatory and breeders fund fees.

Increases stewards' authority to impose fines up to $10,000 and suspensions up to one year for licensee violations.
