Removes the requirement that a person have "tangible interest" in a vital record to obtain a certified copy, streamlining the language describing who may request records.

Eliminates the "party responsible for filing the vital record" as a category of people with access to birth and death records.

Expands attorney access to include attorneys representing the subject of the vital record or another authorized person, not just those with tangible interest.

Maintains existing access for government agencies, courts, adoption agencies, personal representatives, successors, trustees, and those demonstrating a personal or property right need.

Licensed morticians may furnish death record attestations on behalf of eligible individuals within 180 days of death, bypassing certain regulatory requirements.
