Allows the commissioner to authorize nationally recognized certifying organizations to certify small businesses for state procurement program participation, in addition to commissioner certification.

Requires certification requirements from nationally recognized organizations to be substantially the same as those adopted by the commissioner under state rules.

Maintains commissioner authority to adopt rules for certifying small targeted group businesses, economically disadvantaged area businesses, and veteran-owned small businesses.

Preserves commissioner authority to exclude or limit participation of nonmanufacturing businesses including third-party lessors, brokers, franchises, and jobbers.

Allows commissioner to adopt rules setting time limits and other eligibility restrictions on business participation in state procurement programs.
