Mandates courts inquire whether prospective commissioners have relationships, business interests, or conflicts of interest with parties before appointment.

Requires responses to conflict of interest inquiries to be made available to all parties in the proceeding before and after appointment.

Allows courts to appoint one registered, practicing attorney knowledgeable in eminent domain matters to serve on the commission.

Requires all other commissioners to be persons actively engaged in real estate sales, real estate appraising, or persons knowledgeable in real estate values.
